Report from this newspaper on July 4 (Reporter Li Feifei) In order to create and maintain a clean, beautiful, and civilized urban and rural living environment, improve the quality of the public environment, and improve the quality of public life, today, the "Regulations on Comprehensive Management of Urban and Rural Environments in Shanxi Province" (hereinafter referred to as the "Regulations") were voted and approved at the 39th meeting of the Standing Committee of the 12th Provincial People's Congress. This means that there are legal norms for the comprehensive management of the urban and rural environment in our province, and there are operational details in terms of planning management, environmental sanitation, appearance and order. This regulation will be officially implemented starting from August 1 this year.

Comprehensive management of urban and rural environments refers to activities involving government leadership, departmental collaboration, and social participation to plan, implement, manage, and supervise environmental sanitation, appearance and order, facility construction, public services, and greening and ecology in cities and villages.

The "Regulations" clearly state that the comprehensive management of urban and rural environments shall implement the responsibility area system. For specific division and management, property management companies are responsible for the areas where property management is implemented; rivers, water areas, and hydraulic structures are the responsibility of the users, operators, or management units; scenic spots, tourist spots, railways, highways, airports, stations, subways, and their facilities are the responsibility of the operating units or management units; the areas within the planning red lines of agencies, groups, enterprises, and institutions are the responsibility of the units where they are located, etc.

The "Regulations" stipulate that morning markets, night markets, and temporary agricultural and sideline product markets must operate at fixed times and at designated locations, keep stalls clean, and must not occupy lanes in violation of regulations. Garbage and stains should be cleaned up when closing the market. Temporary food stalls should take effective measures to prevent oil, sewage and garbage from polluting the environment. Those engaged in vehicle repair, cleaning, decoration and recycling of renewable resources shall comply with the requirements of urban and rural appearance management, keep the business premises and surrounding environment clean and hygienic, and shall not occupy public roads or public places.

The "Regulations" clearly state that those who violate regulations by erecting, stacking, or hanging items that affect the appearance of the town; who graffiti or engrave on urban roads, buildings, structures, trees, municipal and other facilities, or post promotional materials such as advertisements, wall posters, slogans, and posters without authorization; who use loudspeakers, audio equipment, etc. to emit noise that exceeds national standards and interfere with the lives of surrounding residents will be warned by the relevant competent authorities and ordered to make corrections or clean up within a time limit. Those who refuse to make corrections or clean up will be fined not less than 1,000 yuan but not more than 5,000 yuan for the unit, and fines not less than 50 yuan but not more than 200 yuan for individuals.

Anyone who encloses, encroaches on, or damages gardens and green spaces; damages, steals, or occupies urban or rural environmental sanitation facilities, or closes, dismantles, relocates, or changes their nature of use or internal structure without authorization shall be ordered by the relevant competent authorities to make corrections within a time limit, and shall be fined not less than RMB 2,000 but not more than RMB 10,000; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

Anyone who raises poultry or livestock in urban residential areas, or raises pets that affects environmental sanitation, shall be ordered by the relevant competent authorities to deal with the matter within a time limit; those who refuse to deal with the matter shall be confiscated and fined not less than RMB 50 but not more than RMB 200.

Anyone who occupies public roads and public places to engage in vehicle repair, cleaning, decoration and recycling of renewable resources shall be ordered by the relevant competent authorities to make corrections, restore them to their original status, and impose a fine of not less than 500 yuan but not more than 2,000 yuan.

Anyone who refuses or hinders law enforcement personnel for comprehensive urban and rural environmental management from performing official duties, or insults or beats personnel for comprehensive urban and rural environmental management, in violation of the "Public Security Administration Punishment Law of the People's Republic of China", shall be punished by the public security organs; if a crime is constituted, criminal liability shall be pursued in accordance with the law.
